The PMO Manager is responsible for delivering a best‑in‑class Portfolio Management Office (PMO) service for the Waste Operations Portfolio. The role ensures consistent application of P3O principles, providing high‑quality support to decision‑makers and delivery teams across the portfolio. Working as part of the Process, Standards, Systems & Reporting function, the PMO Manager helps embed effective governance, controls, and continuous improvement to enable successful portfolio delivery.
PMO Service Delivery & Governance
- Implement the Portfolio Office service catalogue and service level agreements, ensuring performance is monitored and reported effectively.
- Work with the Senior EPMO Delivery Lead (Waste Ops/NSD) to implement the P3M governance framework in collaboration with business owners and programme, project, and team managers.
- Support oversight of PMO processes, procedures, controls, governance frameworks, and resources related to P3M delivery.
- Maintain the overall integrity, coherence, and alignment of the portfolio.
Portfolio Planning & Control
- Support the sanctioning of projects for inclusion in the portfolio.
- Ensure new initiatives and projects are effectively adopted into the portfolio and that closeout activities—such as post‑investment appraisals and benefits reviews—are completed.
- Identify and manage dependencies across the portfolio.
- Support the establishment of baselines for scope, cost, schedule, and risk.
- Identify gaps within programmes and projects and help define the activities required to address them.
Support to Programme & Project Delivery
- Assist Portfolio, Programme, and Project Managers in developing strategies for effective planning, monitoring, and delivery.
- Support the preparation and review of Integrated Assurance and Approval Plans.
- Conduct ongoing health checks on programmes and projects on behalf of the portfolio board, assessing whether they continue to meet their objectives.
Reporting & Stakeholder Communication
- Report progress to the portfolio board through management dashboards and structured reporting.
- Communicate effectively with stakeholders, providing regular status updates across a wide range of projects at different stages of delivery.
- Support the production of high‑quality portfolio reporting and insights.
Team Leadership & Continuous Improvement
- Lead and manage PMO team objectives, one‑to‑one reviews, performance evaluations, and continuous improvement activities.
- Oversee team workload management and prioritisation to ensure effective service delivery.
- Own and direct regular functional peer reviews and performance meetings to support PMO quality assurance during project execution and stage‑gate reviews.
- Deputise for the Senior PMO Manager when required.
