The Waste Services P3O Manager plays a central role in supporting governance across the Waste Services Portfolio, ensuring programmes and projects are aligned with strategic objectives and delivered effectively. Acting as the link between the Enterprise Portfolio Management Office (EPMO) and the Waste Services Portfolio, you will oversee portfolio processes, provide strategic insight, and ensure consistent application of P3M frameworks, tools, and best practices.
This role requires strong leadership, excellent stakeholder management, and the ability to maintain coherence across a complex portfolio of change initiatives.
Portfolio Governance & Strategy
- Support the Senior Lead for Waste Services Portfolio and Programmes in assessing and approving change initiatives for inclusion in the portfolio.
- Ensure the portfolio delivers against departmental strategy and remains aligned with organisational priorities.
- Work with senior leaders, SROs, and P3M delivery managers to embed and implement the portfolio framework.
- Provide strategic oversight to the Portfolio Board, ensuring decisions are informed, timely, and aligned with business needs.
Planning, Monitoring & Assurance
- Develop strategies for effective planning, monitoring, and delivery of portfolio objectives in collaboration with business owners and delivery teams.
- Assure the integrity and coherence of the portfolio, ensuring programmes and projects continue to meet strategic objectives.
- Conduct ongoing portfolio health checks and horizon scanning to identify policy changes, risks, or emerging opportunities.
- Support the establishment and maintenance of programme and project baselines (scope, cost, schedule, risk).
- Organise and support PPM assurance reviews, including audits and technical assessments.
Frameworks, Tools & Continuous Improvement
- Liaise with the EPMO to deploy P3M frameworks, templates, and procedures, ensuring they are tailored appropriately while maintaining compliance with organisational standards.
- Stay up to date with new P3M tools and techniques, promoting best practice across the portfolio.
- Drive continuous improvement within the P3O function, enhancing processes, performance, and service quality.
Team Leadership & Workload Management
- Lead and manage the P3O team, setting objectives, prioritising workloads, and assigning tasks to meet delivery requirements.
- Evaluate team performance, coach team members, and foster a culture of high performance and accountability.
- Ensure the P3O service remains responsive, effective, and aligned with organisational needs.
Stakeholder Engagement
- Build and maintain strong relationships across the business, ensuring effective communication and stakeholder management.
- Maintain close links with other business initiatives to avoid duplication and ensure alignment across portfolios, programmes, and projects.
